Article 1 - General regulations and travel documents

The passenger travels under a contract governed by the laws of the Civil Code and these Regulations.

The passenger must be in possession of the appropriate ticket or travel document and must conserve it for the duration of the entire trip and provide it for inspection to Consortium personnel, who are required to identify themselves using the appropriate ID issued by the C.I.T.I.S. The ticket or travel document must be undamaged and free of erasures or corrections.

The passenger must have the driver cancel his/her ticket or, if the vehicle is so equipped, must stamp the ticket in the ticket obliterator. After validating his/her ticket, the passenger is required to verify the accuracy of the information printed by the ticket obliterator on the travel document and, in case of error or machine failure, inform the driver of the vehicle.

Each passenger in possession of a valid travel document (ticket, card or season ticket) has the right to travel at no cost with a child less than one metre in height.

The passenger must therefore be in possession of:

1 ticket if accompanying a child less than one metre in height;

2 tickets if accompanying two or three children less than one metre in height.

The passenger, in all cases, must comply with the conditions of use printed on the travel documents themselves, as well as those established by law or regulation.



Article 2 - Reserved seats

There are seats reserved for disabled persons on every vehicle. These seats must be made available to those having the right to use them, at their request.

Members of the military and all officers in uniform and in civilian clothes who are entitled to freedom of movement when on duty can not occupy a seat unless some unoccupied seats remain available for the other passengers.



Article 3 - Use of the vehicles and restrictions

Passengers may get on and off the vehicle only at the official stops, and must use only the appropriate doors when the vehicle is at a complete stop.

Passengers are allowed to speak to the driver in case of problems (e.g. feeling ill, pickpocketing, harassment, mechanical failure), but questions related to the service should be asked only when the driver’s attention is not required by his duties.

It is prohibited for bus passengers to:

1 - board the vehicle when it has signalled it is full (“completa”);

2 - insist on boarding when the doors have begun to close;

3 - soil or damage the vehicle, remove or tamper with any Consortium apparatus or equipment or parts thereof on board the vehicle or along the road;

4 - write or put up posters or flyers on the walls of the vehicle or of the bus shelters;

5 - lean out or stick objects out the windows or throw objects of any kind from the vehicle;

6 - smoke;

7 - bring on board the vehicle firearms, flammable materials, corrosive acids or objects with pointed or sharp edges that could in any way be dangerous to or harm passengers;

8 - occupy more than one seat with luggage or bags or obstruct the passageway and doors for getting on and off;

9 - board the vehicle while clearly intoxicated or in an otherwise altered state;

10 - make noise or otherwise behave in such a way as to disturb the other passengers. Transistor radios and other listening devices may by used only with headphones;

11 - distribute any materials for the purpose of advertising, engage in any commercial activity, distribute or sell items, even for charity, without the prior permission of the Salina Consortium;

12 - bring animals onto the vehicle, except in those cases provided for in Article 4;

13 - transport baggage, except in those cases provided for in Article 5.



Article 4 - Transport of animals

Guide dogs for the blind are allowed to travel at no cost, if they are accompanying a blind person, are kept on a leash and are wearing a basket muzzle.

The regular ticket price gives passengers the right to bring small animals with them on board company vehicles only on the following conditions:

1 - the animals must be small in size;

2 - the animals must not disturb other passengers;

3 - the animals must not be dangerous;

4 - the animals must be held in the arms of the passenger accompanying them and must not force passengers in the immediate vicinity to make room for them. Otherwise they must be kept in special containers/cages and never on the seats;

5 - in any case animals must be accompanied with appropriate items (muzzles, leashes, etc.) to prevent them from harming or disturbing other passengers;

6 - if any animal soils or ruins any part of the vehicle, the owner must perform an immediate superficial disinfection; in the event of non-compliance the owner will be required to pay for damages and other penalties;

7 - the transport of animals can be denied if the public transport vehicle is extremely overcrowded.



Article 5 - Rules for the transport of hand luggage

The transport of hand luggage (suitcases, packages, bundles, rucksacks and whatever might constitute a passenger’s normal baggage) is governed by the following rules:

1 - Transport of the following hand luggage is prohibited:

a) hand luggage that exceeds 90 centimetres, even on a single side, with the exception of luggage listed in Section 5.3 below;

b) hand luggage which, due to its nature, poses a threat to other passengers (glassware with sharp edges, etc.);

c) hand luggage that is dirty, flammable, explosive or gives off bad odours;

d) sacks, trunks and crates.

2 - Hand luggage that may be transported at no cost:

a) bags or suitcases whose largest dimension does not exceed 70 cm;

b) wheeled shopping bags;

c) strollers and prams, provided they are folded and do not exceed the following dimensions: 105x20x15;

d) musical instruments, with or without a protective case, that do not exceed the following dimensions: 115x50x20;

Only one piece of the above hand luggage may be transported at no cost.

3 - Hand luggage that may be transported for a fee:

a) suitcase, bag or rucksack whose largest dimension exceeds 70 cm;

b) fishing poles whose dimensions are 25 x 170 cm;

c) packages that are similar in bulk, shape and size and bundled with fishing poles similar to those described above;

d) other two pieces of hand luggage per passenger, in addition to those just described in Section 5.2.

The passenger must be in possession of the appropriate ticket for the transport of each of the pieces of hand luggage described above, in addition to his own ticket.

Drivers are absolutely prohibited from accepting on board any letter, package or luggage of any kind, shape or size unless it is accompanied by a passenger. Should any driver fail to comply with this regulation they will be held personally responsible for any resulting economic and/or material damage to the Salina Consortium.

Drivers are not responsible however for any theft or damage to luggage that may occur during unloading, therefore passengers are advised to personally exercise all appropriate forms of care and attention.



Article 6 - Transportation of students

Tickets issued for the transportation of students are valid only for school attendance and for the trip from home to school and back again. These tickets must be periodically validated by an appropriate certificate of attendance issued by the school or the Municipality of residence.



Article 7 - Tickets, season tickets: categories

The travel documents are classified as:

a) Simple one-ride ticket. It is purchased on board the vehicle or in specially indicated points of sale (bars, tobacconists, news stands, etc.). It is valid for one ride and always expires at the last stop.

b) One-week or One-month season ticket - full price or reduced price. These are issued at the Main Office of the Salina Consortium and are valid for one week or one month from the date of issue. There is no limit on the number of rides.

c) Ticket booklet - 12 or 60 rides. It is issued at the Main Office of the Salina Consortium and is valid for single rides.

All the aforementioned travel documents must be exhibited to our staff for validation or stamped by the ticket obliterator.



Article 8 - Prices

Prices are determined and adjusted periodically and are displayed on board the vehicle and at authorised ticket sales points.



Article 9 - Regulations regarding the personnel

Coordination and organisation of the service and, in particular, the control of the vehicles must be entrusted to two individuals, so as to allow them to alternate with each other on duty. They must have valid experience and personal qualifications suitable for the performance of this function. These persons will work directly with the Managing Director and the President of the C.I.T.I.S. on all matters regarding the management of the service.


Article 10 - Driver Conduct

While on duty, the driver is required to behave in a civil and respectful manner towards passengers and conduct the vehicle with professional care and will be held responsible for any damage to persons or things that can be attributed to irresponsible behaviour on his part.

In his relationships with the public he may respond to requests for information only at stops as he is not permitted to distract his attention from his driving duties.

The driver may at his discretion decided to delay any departure to accommodate the arrival of hydrofoils or ships. These delays must take into consideration, first of all, the schedule of hydrofoils in departure; the stop may not, in any case, be prolonged for more than 15 minutes beyond the scheduled departure.



Article 11 - Fines

On routes with a single agent on board, the driver is authorised to contest violations.

All irregularities can in any case be certified by personnel of the Salina Consortium and by Municipal police officers on duty in the appropriate jurisdiction.

Passengers without a valid travel document or proper proof of identification will be required to purchase the ticket and, in addition, pay a penalty in an amount equal to the cost of that ticket.

Administrative violations will be assessed and challenged under Art. 16 of Law 689/81, amended by Art. 52 of Legislative Decree no. 213/98.

The injunction order under Art. 18 of Law 689/81 is issued by the Director of the C.I.T.I.S.

The violations listed in Articles 3, 4, 5, and 6 in the amount of EUR 20 (twenty) can be paid by bank deposit to Account No. 10099 of the Banca Nuova di Malfa - via Provinciale 6.
